It is stated in “The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” that the Central Government endeavours to provide Hong Kong’s young people with more volunteer opportunities. To effectively accomplish this “national mission”, theHong Kong Government should understand some characteristics of young volunteers and the challenges encountered in the Mainland.
