While the birth rates and number of students in Hong Kong keep falling, the Task Force on Review of Self-financing Post-secondary Education missed the opportunity to conduct a comprehensive assessment of the positioning and roles of sub-degree programmes, with the intention of allowing the survival of the fittest to prevail in the market.
