Is it effective to delegate to community groups to reach and help those ‘hidden’ parents as suggested by the ‘Task Force on Home-school Co-operation and Parent Education’? Meanwhile, local schools may consider empowering class teachers in promoting home-school co-operation and parent education more effectively.
