Following the suggestion by Professor Sophia Chan, Secretary for Food and Health, on e-cigarette regulation, society has been debating whether to ban and how to regulate e-cigarettes. This article discusses the grey areas in the existing regulation regime for “Heat-not-burn Tobacco Product” and “Vape”, their impacts on Hong Kong youth and how they could be best regulated.
